Copy of the Written Report:: From  the ATS Nagpur unit camp,
I, Milind Sudhakar Totare  aged 47 years, Police Inspector, ATS Nagpurunit, record the petition that I received orders from ATS headquarters, Mumbai, relating to vigilance on the occasion of 26th January, Republic Day,  to inspect hotels, lodges and dharmashalas and  orders were given  accordingly tothe officersand personnel of the Nagpur unit of the ATS. Accordingly, today, on 24/01/11 while conducting an inspection of hotels, lodges and dharmashalas in Wardha, we learnt that an International Women’s Conference   was being organised from 20th to 24thJanuary 2011 by the Women’s Studies Association, Mahatma Gandhi Antarrashtriya Vishvavidyalay and Pakistani, Bangladeshi and other foreign women were staying there. When we approached the Special Branch office, Wardha to pursue the matter, and asked “Have the ‘C’forms been submitted within the stipulated time or what?”, it was found that no such information had been submitted by the Hindi University. On this, we togetherwith PSI A. Saraf,  ASI Narawade, ASI Baghel, Head Constable ramesh,  police driver Sanjay S. Bate,in government vehicles no. MH-31 G J9757 and MH-31 AG 9660  reached the premises of the Mahatma Gandhi International Hindi University, Umri, Meghe Shivar, Dist. Wardha, at 17.15. There we identified ourselves to the Security Officer  and obtaining information from themas to who wasthe administrative head, we met Shri Khamre, Registrar, MGAHV, identified ourselves and informed himof our objective in meeting him. On this he informed us that the thirteenth International Conference of the Indian Association for Women’s Studies was being organised in the university premises and the organising  head for the Conference was Professor Ilina Sen, Head of the Department of Women’s Studies.
 When we asked where arrangements for the stay of foreign participants had been made, he told us that some delegates were in the Camille Bulke hostel and the Savitribai Phule Students’ hostel in the university premises, and some delegates at hotels and dharmashalas, erc. In Wardha city. On our request he made available to us the list of delegates attending the conference, copies of correspondence relating to the organisationof the conference and photocopies of the documents of foreign delegates, and they are attached herewith.From the above it is seen that the following foreign nationals were eresiding on the university premises during the period 20 to 24 Janjary 2011.: 1)Hina Jayeda,Pakistan passport no. AW 67901, information on visa not available, 2)Shahina Akhtar, Bangladesh Passport no. RO931454, 3)Pinayya  Najifa Rubi Sri Lanka Pasport no. N2704032, 4) Bashani Barua, Dhaka, Bangladesh Passport no. B1404164 visa no. V0029011.
 The responsibility for submitting information on the arrival and stay of the above foreign nationals in the prescribed ‘C’ form rests with the organisewr of the conference , Professor Ilina Sen,Head iof the department of Women’s Studies, MGAH University and the head of the accommodation committee, but it is clear that thesaid persons have violated the provisions of Clause 7 of the Foreigns (sic) Act .
 that , whereas, in the light of the above, foreign nationals came and stayed in the conference premises during the Conference organised by the Indian Association for Women’s Studies , the organiser of the Conference Professor Ilina Sen and the officer in charge of the accommodation for the Conference have violated Clause 7 of the Foreigns Act and this is a crime according to Clause 14 of the Act and I therefore lodge a complaint on behalf of the government against them.
